But the Colonial Regulations do not
purport to lay down all the cases in which a
Governor ought to consult the Secretary of
State before taking a decision. And C.R. 282
definitely excepts from the permission to
incur expenditure and seek sanction afterwards,
which is given by it, cases of expenditure,
whatever the amount, which raise some question
of principle or involve a breach of some
regulation or previous ruling by the Secretary
of State. Some of the Colonies have high
monetary limits under C.R. 282; e.g., Kenya
has £2,500, and Fiji, Gold Coast and Uganda
have £1,000 and £1,000 has been proposed

for Trinidad. It would hardly be right for
a Governor to sanction a gratuity of £1,000
(or even of an amount a good deal less than
£1,000) to an officer without consulting the
Secretary of State first.
